Possible to deploy broken builds?

On rare occasion there is value in deploying a broken build. For example, perhaps a time-sensitive deploy needs to happen and a single test is failing the build and the test failure cause is known and acceptable.

Can drone build deploy be used to deploy a build that’s failed?

you can use the re-start button in the UI or the drone build start command to restart the build.
