DRONE_RUNNER_NETWORKS not work on drone/drone-runner-docker:1.2.1

I am using drone/drone–runner-docker:1.2.1, but DRONE_RUNNER_NETWORKS not work, then I change it to drone/drone–runner-docker:1, DRONE_RUNNER_NETWORKS works, why?
