With DRONE_AGENTS_ENABLED=true can't build

only with --env=DRONE_AGENTS_ENABLED=false, out repo can build.
–env=DRONE_AGENTS_ENABLED=true, the build always pending.
also i can’t find the DRONE_AGENTS_ENABLED Reference, where is it?
